05 Freestar 4.2l High Idle in neutral but normal in Park

I am trying to fine a problem which seems to indicate that it is a TPS problem. Now I am doubting myself because when in neutral and the engine is running at about 1900 rpm we pull the connector to what I thought was the TPS but I now believe to be the Idle Air control valve and the idle dropped to around 600 rpm. Is this valve active when in Park? The symptoms are that when in neutral the engine idles high and fluctuates between 800 and 1900 rpm and we even hear a popping sound every once ina while.
If I drive the vehicle as it accelerates to around 1900 rpm the engine will cut out and I will have to restart it in neutral then put it back in drive and slowly accelerate once reashing around 1900 rpm it cutsout once again. While in Park the engine runs fine and no codes.

Just an update. So my mechanic friend telephones a Ford Dealer and explains the symtoms. The dealer tells us that we should pull the ECU and inspect for water. When we do sure enough the ECU has water in and around the connector. Presently drying everything out and hopefully the problems will be solved.
Apparently Ford knows about this problem and is instructing dealers to use a sealer around all the joints to prevent water from getting in. Does anyone know if there is/was a recall on this?
